John Doyle served in the West Virginia House of Delegates for 26 years. He was the lead sponsor of the bill that created our state’s community college system, and sponsored the bill that permitted Shepherd College (now University) to offer masters and doctoral degrees. John worked with the state Board of Education to require a class in Civics for graduation from high school. And he was the lead sponsor in the House of the bill that created the Farmland Protection Program.
John served on the House Finance Committee for 19 years, and was Vice Chair of that committee for 12 years. He led the fight to get Jefferson County a fair share of tax revenue from the racetrack casino.
It would be the height of folly to eliminate the state income tax, which brings in almost half of the state’s general fund. States without income taxes have abysmally high residential real estate property taxes. To keep our budget solvent without the income tax would require doubling or tripling the property tax. Most West Virginians would oppose that.
Our teachers and service workers’ salaries are very near the lowest in the country, and we lose too many to nearby states. A 15% across-the-board raise, with an additional 10% for those in counties like Jefferson and Berkeley that have costs-of-living much higher than the statewide average, will staunch the bleeding.
The state Department of Environmental Protection is woefully underfunded and short of inspectors. It needs to be funded sufficiently, to do its job. The PFAS Protection law passed a couple of years ago needs to be strengthened. (“PFAS” refers to a set of “forever” chemicals that are particularly damaging to humans and wildlife).
Two years ago, the Legislature banned abortion. John Doyle voted against, and spoke against, that act. He wants to repeal that ban and replace it with a law similar to “Roe vs Wade.”
Election laws need to be written and administered to guarantee voters rights, not restrict them.
John Doyle sponsored several pay raise bills for troopers and correctional officers. He also sponsored bills to replace aging police cruisers and provide troopers with effective protective vests.
We need to seriously increase child care subsidies, and to find ways to attract more people to be child care providers.
When you buy a product (refrigerator, computer, car, tractor, whatever), the manufacturer is permitted under law to retain as proprietary the information needed to repair that product. This is wrong. You should be permitted to repair that product yourself (if you wish) or to take it to an independent repair service (again, if you wish). M

Massachusetts recently passed a law guaranteeing the right to repair, and other states are considering it. West Virginia should pass such a law.
Our water, sewer and electricity rates are among the highest in the country, thanks to our appointed Public Service Commission (PSC), which regularly rules against consumers. John supports an elected (therefore accountable) PSC.
John Doyle has been a supporter of state funding for commuter rail here in the Eastern Panhandle for forty years.
